Im Jahr 1710 verbot der damalige Zar den Bau von Steinhäusern außerhalb des Befestigungswalls. Das führte zu einer Blüte im Bau von Holzhäusern in Rigas Neustadt. Einige sind aufwändig restauriert, andere warten noch auf Rettung. Immerhin gibt es noch etwa 2000. Zum Welterbe zählen 500 davon.
